PS2 Slim

Have you got the right version of freemcboot for your system? From what I understand it can be set up two ways. One way lets you use the card on any system, and another sets it up for just that system.
 
Do you have the power off app on it too. Could be worth checking the OSDSYS in the fmcb config (if even that will boot) to make sure the options are'nt pointing to the power off app. Seems very unlikely but can't think what else would be worth checking after the above ideas.
 
FMCB does work on all my generic memory cards, I have like 8 of them and all work perfect...
I would first try cleaning the memory card and MC slots and usb devices and usb slots.
use rubbing alcohol and qtip, make sure no metal stuck in there...
try other slot for memory card or usb device.
what it sounds like is bad or dirty usb slot or short in usb system. or your usb device is bad.
could also be memory card slots. You might have to open the ps2 to clean those.
